This is not because your ISP is blocking access to the video because of censorship, but because the owner or poster of the video/s use Youtube filters to limit these videos to one or more countries.
Youtube can determine your physical location (country) from the IP address of your computer.
Here's a way to watch those blocked videos:
Just remove the watch? part of the video url,
Like this:
http://www_youttube.com/watch?v=qwertyTo this
http://www_youttube.com/v=qwerty
